who requires your paypal account to be verified to accept payments
its on person by person base. all depends on what the person wants
usually PTRs do not require your account to be verified.

if you verify your paypal account, do they then charge you a fee for receiving money?

They do charge you a 1.95 fee for verification of credit cards and put them in paypal after you enter the verification code.
After you upgrade to premium/business account
there is a service charge to receiver for every transaction between 2 different countries.
No charge to any money you send unless you use mass transfer system of paypal.
