what is it all about? when someone wants to register to some progrem, and
he askes for offer people start to "0.6/0.1/0.3" and so.
can someone explain what every part means?

I'm not 100% sure (because I have never and will never pay for referrals) but I think that the general gist is that how much they want you to pay to sign up under you 
have seen too many posts as to the downside of this (as well as worked too hard to earn my online money) to pay anyone to sign under me, you know?

0.6/0.1/0.3 (which actually doesn't make any sence!) means
someone pays you 60 cents to join the program, 10 cents for every first level referrals you get and 30 cents for every second level referrals you get (meaning those referrals your direct referrals make in the program)
no one would offer you 20 more for 2nd level refs than 1st level refs so it would be rather weird to see an offer like the example, but anyways that's how it goes!
