This Account Has Been Suspended

Please contact the billing department as soon as possible.

I don't think that means they are necessarily gone for good--it might mean that they have to pay some hosting fees or something and they will be reactivated.
(am I wrong? somebody?)

Sounds about right to me; it's usually the hosting or the domain.
