I've been getting funny Admin messages mainly from new PTC sites. These messages make no sense - and I don't think all is becouse English is not my first language

I live in a college town with ALOT of international students from all over the world - some who are still learning basic English as they go....so sometimes it takes me a few seconds to figure out what they mean. But I have NO clue what those mean - and I read it four times.

What site is that from if I can ask?

I have read messages like this. I think it is becouse my english but maybe it is not?
Can I trust sites which send these messages? Are they paying if messages are like this?
