It's a way to get extra referrals for your downline at donkeymails. You buy a 'coop' and the money will be used by the owner to promote your referral link. The owner, Sebas, has been an honest and paying owner for many years now so you can consider it as a reliable 'invest' for the future, especially if you're a bit lucky and get active/promoting referrals.
I don't think its worth it... Donkeymails has one of the worst referral systems around...
It all depends on the quality of the leads you get indeed.
Even if you get referrals who click just as much as you, you still need to get 20 refs just to double your pay. A site like deep-c has 28% ref earnings, so you would only need 4 refs.
Yeah, excellent idea... 
As there seem to be hardly any referrals to give to upgraded members, why not give them even fewer of these?
Just as a comparison of 3 sites where I have referral rotation x1:
In nearly a year of Baby Donkey upgrade, I got 4 free referrals. Together with my 1 other referral, they earned me a grand total of $ 0.2406. The upgrade cost $7.50 and came with 25,000 banner impressions.
In nearly a year of the Grand Delight upgrade at Cash Delight, my free referral level is constantly kept at around 10-12 (meaning - if any leave or are deleted, new ones are added). I have 11 free referrals at the moment. Together with my 3 other referrals, they have earned me $ 3.97. The upgrade cost $12 and comes with monthly ads.
After less than half a year of Bronze upgrade at Happy Pig Mail, I have 12 free referrals who have earned me $ 0.5941 The upgrade cost $7 (actually, $6.30, as I got it with a 10% discount) and comes with monthly ads.

I have never upgraded on a site. What exactly does referral rotation x1 mean? Obviously its not 1 free referral... Is it just that every upgraded member gets their ref link in a rotation and it all depends on how many new people join the site?
x1 is the lowest. It means that your username is entered once into the pool (or coop 
) of people to give referrals to. It isn't a high rotation, which is why I compared it with two sites where I also have only x1 referral rotation, not with those where I have x5.
How many referrals you get depends on how many the site has to give. Obviously, Donkey must not have as many to give as either of the two sites I compared it to. And that was exactly my point.

The thing you have to remember is that Donkey has a huge database already, and in this industry there are so many people...
and depending on the site, you may have up to 10% of a site upgraded(and in Donkey's case, it's been around so it wouldn't surprise me if they did).
so if they get 1k new members per month, you could be splitting them over 10k members...
In turn, depending on where they plan to place the ads, such as in the industry(which wouldn't be worth it) or if it's outside the industry(which for a site like Donkey, is the only place it can grow)...
I'd say it's most likely not money well spent.
