It has always been hard to get referrals.
Some people religiously join all programs via a downline club hoping that a big builder will happen to join under them. Others will always try to earn from their referrers rather than from the programs. You cannot do anything for these persons.
When someone joins a program under you out of interest, there is a fair chance that (s)he stays active, and sometimes even brings in a bunch of referrals if the person likes the program. This will be your rewards.
