Is this program scam?

When I request payout($5.00), he said that I am a cheater and del my account. The reason is more of my downline is from same country and same IP. But that I don't now. If someone referral a program I signup mulitis accounts, should del him? The rather that in my account most are earn whit myself. So I send a email to explain this. But more days ago no reply. But he still send me his paid email, so I send Second email to him, to tell him I he DON'T want resume my account I have nothing to say.(because I encounter more cheater). But no reply untill today.

So I have to post here, if the webmaster of PrljavInovac.net could see this topic please don't send me your paid emails. Your emails is SPAM now.

I'm not quite sure exactly what you are refering to in the first line, "If someone referral a program I signup mulitis accounts", I assume you are trying to say, that if a friend or someone that u know refers a program to you that u then sign up as a member.... thats cool, but it's against the terms of the program to have multiple accounts... meaning that u can't have more than 1 account per computer IP address...
If u have more than one account, it doesn't matter that all or most of the money is in your account, or that your other accounts isn't being used, it's not fair to other members or the advertisers that u have more than one account. I'm hoping that u aren't saying that u had more than one account, or that maybe if u do that u aren't aware that this is considered cheating, and just that u don't understand how this is considered cheating, but it is.
I'm sorry that u have had such a bad experience with this program or whatever, but it would be benefical for you to get familar with the terms and understand whats going on and whats expected of u and what u can expect from them... I'm not taking sides, nor saying that u have done anything wrong, but the way I have read your post to me its like u had more than one account and maybe didn't realize thats a no no , and then also, dont quite understand the concept of the terms and all... I hope that just this one time that i have misread this....

I think you have misread it Hyper....I read it as "If I refer someone and they signup multiple times" or something to that effect.

Thanks! lol.. I just wasn't sure about how it was worded ya know? I'm not complaining about how someone communicates or anything, but it sure could be taken several different ways if not careful... u know? Thank u I believe that this is what was meant or that they would be accuse of it, because in my program for some reason there is a glitch to where some members has two accounts with the same info...its like it is just listed more than once... not like they have a multiple member ID or anything... :>)

I have been paid by them twice last time was about a month ago. So Its not a scam. Maybe some confusion between you and the webmaster cause I really couldn't understand what you were saying.

Hi all ! The member who complains here is obviously sore loser and calling me names like she did here will not help her,eh!
Whenever someone (new to me) asks payout,I'm checking all accounts related to the username from local drive (backups) and I see IPs,etc ; when someone has downline of 30+ members and all are from same country and with same IP ,then I just can't reward it ; that's how I deleted some more members ; if I'm wrong,just let me know !
I have deleted the cheater acct,so I believe she do not receive mails from my service no more,but if still receives,then I must see proof (forwarded);

Not that i'm saying that you are wrong but in some countries the little isp's only have a few ipadresses to use. So when one signs off it is used for the next one. I'm from the Netherlands and even some cablecompagny's use dynamic ip because of this problem.

I think this is unfair.

But now, I only hope he stop send his email to me.

Go to his site and try to delete you yourself if it is impossible because you're not reconized there must be a glich in the database if you still get his emails.
