Yes, but look at it from a WM's point of view.
You have someone who signs up, then they use other false names and addresses, plus email addresses to sign up under themselves. They then use such programs that allow you to just click a link within the emails and you dont have to read them. That person reaches cash out on their main account quite quickly. Now unless the WM is watchful, they end up getting hit for the payout, only to realise the person is a cheat.
As I had said, it's those that cheat that spoil it for a few.

Proxy servers are used by a lot of dialup ISPs, AOL Compuserv, Ihug (which is my main ISP) all use proxies, but you cant use them if you arent part of them.
The problem is people setup proxies so people can use them to hide where they are truely from.

China has quite an established internet system.
As to the IP, nope, they have more than one IP broadcasted and some of the mods on here can vouch for that. I have checked well over 25 different IPs for WM's and mods that have asked and I have found that each IP has been different and comes from a different province within China.
Someone give me an IP from within China and I'll look it up and bring up other information reguarding what IP ranges are within that country.

I tottaly agree with you.
Why most people around here always had focus to China as the cheaters, and forget about all other cheaters who come in from another country. Every country have their own cheaters. no one can tell that his/her country 100% free from cheaters.
And they do not want to know why chinese people did like that. Is it because their habit? or just their conditions make their look like / become cheaters.

Go take a look, so saying they dont have a very well established internet is just wrong.
Now I aint bashing China, or India or anything like that. But that is where a majority of the cheaters are being found. And saying that they dont have established internet and such is wrong, look at the IP allocations to China.

Unlike mainland China, Hong Kong has a very sophisticated internet system and the english speaking ratio is very high (hong kong was a british colony, the official languages are chinese and engilsh... doh!) So what I don't understand is why Hong Kong memebrs are banned as well.... you should still allow members from big international cities like Hong Kong and Shanghai where these cases are rare....

I totally agree with FSS and some others who have posted here.
There are many Chinese paid to surfers who are honest.
However from the short experience I have had so far running MailingShots I think the problem is more understanding and reading English than a cheat problem.
When I launched MailingShots I set out the rules for signing up. I asked residents of China and India to contact me first for permission and so I can add them to the accepted list. This was posted on the sign up page and also posted in the downline builders and is meant to ensure they have a good understanding of English.
From some 200+ members from China and India only 17 actually wrote and asked permission - the rest unfortunately will not be paid as they did not follow the sign up rules. In short they did not read or did not understand the simple rules.
So if they cannot read the rules then how do we expect them to read and support advertisers. The ads we send to these members are not being read, just click, click, click for the cash.
This is the real problem, yes there are cheats, some sign up with name - mmmmmm, address - mmmmmmm, country - mmmmmm and then sign up again with the same details but this is far outweighed by others that cannot understand English fully and therefore cannot follow rules and instructions.
It's a shame that these certain members spoil it for the honest members from China and India.

Ok, can I make a suggestion? Randy is a very fair and considerate webmaster. Why not suggest him not to accept any new Chinese or Indian members anymore (permission or no permission), delete the cheaters and have the same terms for the existing Chinese and Indian members? That way, the honest members of China and India will not get affected.

Thing is, HK is now part of China.
But, that is where that statement is incorrect.
HK comes under China's rule, but it is still a country very much on it's own, it was only leased from China by the Commonwealth.
Which really raises the question, and I cant remember if I saw it, was HK in the last Commonwealth Games, I am not sure if it was, but if so, the last Commonwealth Games took place after HK was handed back to China.

I agree with you.
Because there is no any terms to point out Chinese and Indian members would not get paid when these members joined it, it's unfair to just change the rule rudely before all of these members get paid.

Sunset: I would like to point one thing out with you. You have already lied about TWO sites on here. You said you were a member with Mailfest, and in the same post said you had just quit Greenletter.
Now as just about everyone knows on here Mailfest ALWAYS had it that people from China and India couldnt sign up for that site. Will made that quite clear, yet you signed up for it. I believe you have been deleted now from there now. And as to Greenletter, you couldnt have quit there since Will had deleted people from China and India about a week before hand.
So you call a WM a scammer, yet you were scamming a WM yourself by fraud. Signing up when it was told many times that people from your country couldnt sign up there.

Last check Will was a he name...
I think he gave warning about members within Greenletter, and if you contacted him and he said it wasnt a problem you staying, then there is a case he has you down on a list that he knows have asked permission, I cant see him deleting you once you have asked.
Keep the email by all means, since some things can slip a WM's mind when they get busy, but dont be coming onto the forum going on how much of a scam he is and such, he does have it within his Terms that by doing that you agree to pay him money in compensation for slandering him. Email him with a copy of the email you got from him letting him know that you got deleted somehow. Long as you are nice, he'll be nice back.

Proxy servers are used by a lot of dialup ISPs, AOL Compuserv, Ihug (which is my main ISP) all use proxies, but you cant use them if you arent part of them.
The problem is people setup proxies so people can use them to hide where they are truely from.

My question exactly, so as long as they can see my ip number ( I have dsl and have still no idea about this proxy, if I hear proxy I think of people who can download their mails (like outlook is proxy right? everything with smtp and pop) Although I don't use any mailbox who uses smtp/pop I still get confused about this proxy thing.

I agree that there are some cheaters from China, but who can say there is no cheaters in your country?
In my opinion, the main point is not where the members are from, the most important thing is they cheat or not, understand English or not. China is not the only country that English is not official language. And please note English is already the most important foreign language in China, and children start to learn English when they are very young. As we don't have good English speaking circumstance, even some of them cant speak well, but they can read, write, no problem.
For IP, I am not good at this field. But I know the truth that not everyone or every house have the conditions to have own computers and internet access. They must go out to a bar or somewhere. So, it maybe happened that two or more people are happened to use the same computer to join same site.
What I say don't mean I want to say something to protect cheaters, I hate them too!! I only want to tell the truth.
And what is the reason for the owners to change the terms? The most important reason I think is to protect the benefit of honest members. But it is not good to hurt other honest members from China.

Most of the owners are not from China, anyone has said something that we should prohibit people from those countries to start a new site? The future of "China" is in our hands!
This is very very depressing as I am from India. I had only recently signed up for this and I had the feeling that this was going to be one of my best prog. This is just NOT FAIR at all. Just because some cheats are from India/China it is just not right to brand all of them as cheats.
