is one reason that paid surf sites wont pay is that the member level is 0? in other words do i have to have a member level or cash in my account to be paid?
i have a balance ready to cash out but no member level so i dont know if thats why they arent paying me. should i upgrade again to get paid or am i just wasting my time?

Not all auto-surf require you to have an active upgrade inorder to cash out. Which paid to Auto-surf site are you referring to? Btw, you should post in the General Discussion : Other Money making opportunities and Investments section.
