Definitely don't pay anyone for a list of surveys. It's a ripoff. All the information they have is free if you look around on the web a bit. I've got a list of survey sites (over 150) which I give free to anyone who wants it.
Be sure to look at a site's privacy policy before you sign up. If it says they share your information with 3rd parties, you'll be spammed to death with garbage emails. Plus, a lot of their "survey" sites are really just a ruse to get you to sign up for stuff.
Off the top of my head, I recommend you sign up with Keynote Research (gives you a $10 amazon gift certificate for evaluating a web site) and Survey Spot (offers a combination of paying surveys and sweepstakes entry surveys). I've earned $70 in amazon gift certificates this year from Keynote, and Monday I will participate in a $20 chat session with one of Survey Spot's partners.

spookyhurst is right - do not pay anyone for a list of surveys!
Some more good ones:
Testspin - they also pay in amazon.com certificates
GlobalTestMarket - they pay in points, but 1000 points = $50 check.

They also give 3 to 5 points when you DON'T qualify for a survey, which is nice!
i.think is another good one - they pay pretty quickly.
Your2Cents is another good one - you can request cashout at $5
There are many more, these are just the ones I've been paid from in the past couple of weeks.
Good luck to you!

Pinecone Research is good too. They pay $5 a survey. If you go to the survey downline thread, you can sign up with Survey Savvy. I'm doing a product test through Mindfield right now, although I'm not certain if I get any money, or if I'm just getting the free product (which is cool in itself). Gand & Gang (Resonance Research) is another one that pays well, usually between $3 and $8 a survey.

There are plenty of good legit sites, but where are you from? that can make a difference as to who to sign up with.

I like My Survey and PineConeResearch. I just joined PineCone Research and got two surveys in a week at $5 each. You need to find the banner.

Pinecone doesn't accept referrals, you just have to find a banner. However, from time to time they seek out certain demographics and I got a note this week that they are looking for men 18-24...so if you are in that demo, feel free to pm me and I can forward you the link.
Resonance (also known as Gang and Gang) you don't need a referral...but here is the site (this is NOT a referral link).

Any site that asks you to pay (even just a small fee) I would run away from and don't look back. My favourite survey site is SurveySavvy (member of the BBB). They will pay you to complete surveys and they also pay you an average of $2 for every survey one of your referrals completes.

You could start with some non cc offers, filling survey is actually a good option.

ACOP is a good international site, too. They pay a minimum of $4 per survey and a max of $50. The highest I have personally seen is $8.

When you don't live in the US it will be very hard to earn some decent money with surveys.
ACOP, Gozing and globaltestmarket are good international survey sites though...
