Step-1:

Purchase a domain name.  Something related to the advertising and/or marketting keyword arena.  Try and get a dot_com, but don't hesitate to settle for net, info, or the like to get a better name.

Step-2:

Write Webpages to put on that domain:

-write the index.htm
  This will be a general welcome to the site, and intro, very rich in ALL the keywords of the theme based mini-site you're about to build.
  The index page, will have links on it to ALL the tier two pages.  All the tier two pages in turn will be Inter-linked, and linked back to the mainpage as well, interlinking the whole of the site as one.  (no, you won't get a goog penalty, just do it).

-write a page on 'Banner Advertising':
  This needs to be between 300 and 500 words, keyword rich for banner advertising.  Use the overture suggestion tool for This and All the pages of this mini-site to find out what keywords/phrases are generating the traffic for themselves, and incorperate them into your pages.

-write a page on 'Text Ads'.
-write a page on 'Email Advertising' and/or 'Email Marketting'.
-write a page on 'Pay Per Click Advertising'.
-write a page on 'Cost Per Click Advertising'.
-write a page on 'Cost Per Action' or 'Cost Per Acquisition'.
-write a page on 'Pay Per Lead'.

Now:  You've Got the basics of the mini.  You are hitting the majors with Keyword Phrase Matches for your:
-Banner Rotator Sales.
-Paid To Click Banners Page.
-Front Page Text Links.  (text ads is what they'll be searching for).
-Paid email ads.
-Paid to Signup Page.  (they'll find it by looking for its' more commonly known name in the marketting arena of pay-per-action/acquisition/lead).

Now, Format Your Pages.
-Each of your pages, has a Left Side Link Area in its' layout, where you put 'Text Ads', which are Direct Links to Your ptr sites' Landing Page for That Particular ad type.
-So you would flank the banner-advertising.htm with left side links like:
"" 1,000 banner rotations:  $xxxx  blah blah  5,000 ... ""  and so on.
Same deal, with ALL the other pages, flanking Each, with the different ad types you sell, and All pointing back Directly to the Unique-Landing-Page in the new advertising section that relates to each ad type.

*It is Imperative that you use the Seperate Domain.  Don't try and pull them Directly from google, yahoo, and msn TO a ptr site, that's a no brainer, imho, you aren't 'hiding' the fact that you are selling ptr advertising, you are just PreSelling them on the purchase Prior to letting them find out, this IS, well, basically, White Hat Marketting, remember, marketting, in it's simplest form, is the art of deception anyways.  But do NOT Lie about the traffic source, it's Not Necessary.

Once you have the 8 to 12 page mini-site pulled together, and all interlinked together well, Upload it to the new domain, don't worry about server size nor bandwidth, you won't need a lot the first year or so.
*(Oh and before you Upload the pages, tweek your landing pages in your advertising section.  Kill the guff on each landing page for the purchase of the individual ad types you offer of Any Mention of ptr, search ads, ptp ads, you know, make it Presentable for an Advertiser looking to peddle the Real Stuff).

Now, Submit the site to:
google.com
yahoo.com
msn.com

Forget about those other se's, the ones that will even give you a Trickle of traffic, will find you from the top 3 anyways, forget the rest.

Now, build some backlinks, aka Inbound links to the new domain, from Other sites in the Advertising/Marketting Niche.  Try and get 20 or so as soon as you can.  And NO, not ptr sites, lol.  use the majors, you won't be long finding out where they are.

Throughout the Entire Site, there are Three 'Themes' you are going to be Pushing, and Pushing Hard.  They are your Bread and Butter to Be, they are your 'Compensation' for an Otherwise Failed Model, so do Not Omit this Critical Aspect of this plan:
-You ARE an Email Marketting Agency/Company or similar, NOT a ptr site.  *(Again, you are not Lying here, just not making more than is absolutely necessary, mention of the ptr site on This Mini Site Domain, which is your Pre-Seller).
-You Have what the Competition Does NOT Have, and That, is Timed Exposure, PUSH that timed exposure Hard Throughout the site, without coming off as a page full of Hipe.
-Push the Daylights outta your Targetting Abilities.  (btw, savy marketters Right Now, are doing searches for 'site-targetting/ed' advertising), so chuck that phrase into your copy here and there.
-(Push Affordability as well, you've got a Major Jump on cpc/ppc/text ads in the existing marketplace, may as well flaunt it).

How Long Will It Take !?

You'll start to recieve targetted search traffic from msn within the first week after submission I'd guess.
g and y you'll have to wait for.  from 6 weeks to 9 months, it depends, 6 months is likely the worse case senerio tho.

Isn't the site Too Small for g and y !?

Nope.
