Well. One cent 1 dollar sounds like those scammy sites, but they ARE SAS approved so not sure. Try poking around and searching the forum for any complaints.. keeping in mind almost all programs have some complaints.
The other looks a bit scammy. Spelling errors on the front page, almost nothing written about the site, nothing about advertising on it, and no mention what the payout is.
