I doubt either of us will charge a dollar per design, But it is really the decision of the customer of what they take. In some countries, such as china, these prices they charge are a good wage. Of course that doesn't work for me as I live in the U.S. and the cost of living is much higher.
Would it be worth it for us to charge less? No it would not, But that doesn't change the fact that some people can make a good living off of the cheaper prices that they charge and still offer a good design.
Graphics design will take the same course as textiles in America. Mills are shutting down to move operations over seas so they can pay a cheaper wage. Is it right? No it is not, But that doesn't change the fact that it is happening.
What does this mean? It is up to the customer to decide what design they want. They will not always take the cheaper design but in most cases they will. All you can hope to do is make an offer and hope that your work proves itself.
