That would be appropriate. Unfortunately, the webmaster is not required
to pay (see terms or FAQ). However, the webmaster will likely not get any
more business if he or she doesn't pay, unless it is 4Daily-like-site, where
people still believe they will pay in the future.

Check Laws In Your Country.If Participting In Investment Programes Are Prohibited Then You Might Land In Jail.
For me, it looks like he joined dreamz, they require you to upgrade with at least 1 unit per month ( 2$ ) and he is afraid of getting to jail not paying it. That wouldnt happend, but as said before, you can lose your account and the whole investment in worst case.
This question is kind of silly to ask.
