That means you can't tell people that if they search for you, you'll give them money or some kind of reward for doing so.

I think it depends on the reward.

exactly what mdenison said
I think that I-will-click-for-you is a incentive
but those are the kind of things that depend on the point of view...
you are not paying them to click
but you are making an bussiness from the search exchange
so they might be considered incentivised clicks

So i guess search exchanges are some kind of incentivised clicks. But are there ppl that really make money without s exchanging ? It seems very hard ....

I think allmost every kind of searching is allmost a incentive because allmost nobody searches for nothing.

yup it is very hard
the point is that if you exchange searches then you will just view a webpage and close it -you are not actually searching FOR ANYTHING so you will not buy anything or pay for any service
but you are earning money
on the other side, there is a company advertising its website in the search engine
they are paying for visitors and they want them to be really interested in their site! they don't wanna pay for nothing!!!
so if they do not get good results they will not use the search engine, so the search engine is loosing money v.v
that's the reason they don't want incentivised searches -the same goes for incentivised clicks in advertisment companies, etc.
btw it is hard but not impossible if you have a pretty popular website...
just that having a popular website is VERY hard v.v
