Red font over blue background is bad. It hurts the eyes.
I see nothing special about this, espicially since the layout is a free one. So, I give it a 2/10 for what you have done to make the website and a 5/10 for the actual website.

Definately get rid of the red over blue and also some graphics would be nice. it is rather boring and I did not stay long. You need something that is going to get my attention and keep it there.

My suggestions would be some graphics and content. I think that content is very important especially if you want to keep people on your site. I would write something that goes with the website, and have some links to other content as well. Articles are very popular and sometimes you can get fee from other websites as well, on top stories and so on.

You always need colors that go together. The color for the menu on the left side does not go well with your blue. Generally you need to pick about 4 colors that go together and stick with those for background, text, everything.
I would make the gray color of "Members" and "Advertisers" the darkest gray that you have on your gray bars (the text is too light tight now).
The flashing banner at the bottom (more red) also does not go well. Additionally, "Total payouts $1" is too close to the banner.
Just out of curiousity, what made you choose your top banner? With a name like skyline, I would have taken advantage or one of the gorgeous pictures of skylines out there. Either that or there's all kinds of cool graphics you could create.
If you read the research on web site design, the ideal design is 3 columns (they can begin under your banner) of various widths. On the right side you could add pictures, advertising, site news, articles, or whatever you wanted. Take a look at some other sites out there to get some ideas.

For your improved version, the background and white text is good. However, the headers still aren't the right color. I don't know why, but it puts me off. Also, for the actual layout, maybe make a bar going on the right-hand side. Only a thin one, but not too thin to actually link the whole layout together. Maybe make the text area a tiny bit lighter (the background) compared to the actual dark blue background.
Why?
This is because I find that your text in the text area is...unattached since the background is the same as the whole layout's background. It seems unattached. I don't know, just a feeling. Then again, I'm rather picky.

i alredy made a post where i atached a picture with transaction that she made from my MB and said her email, but a moderator or admin modified my post.
all people should now that she is a SCAMER.
first email she use for MoneyBookers and PayPAll

The scammer Fran is supposed to be the webmaster of the site.
He/She scammed me and some other ppl on some transactions. So the scammer might be up for new tricks! Just letting people know, PLAY SAFE !
