I am thinking of becoming an advertiser. What do I need to do that? I also thinking to have webmaster to be the publisher (of the ad). How high is the rate that I should put?
(Is it my income - 10%)/Total number of publisher
= Total to paid to publisher
or else?

I want to be an advertiser [people that want to advertise -> me (middle man, using Ad Server -> webmaster (publish the ad)], and I would like webmasters/admin of the website to be the publisher (of the ad). How much do I have to pay them? Is it per impression or per click....

It depends. There are both pay per click programs like Google Adwords and Clicksor.com and programs where you pay per impression. The minimum cost per click in google is 5 cent, and I believe that's the minumum in Clicksor too.

I think that you want to offer advertising to others. Am I understanding you correctly? If so it is not very difficult to do, the only thing that may take you time is the actual sales of the advertising spots and the marketing you will have to do yourself.

Hem.. sort of. but I want to offer better revenue to the publisher/webmaster.
and I am using PHPAdsNew server. I think that software is very good and it is OS (Open Source)

I think that becoming an advertiser can be a good thing. But what type of advertising are you talking about. Just advertising your affiliate programs or what. I have ran a sucessful advertising site for a client in the past and it make him a lot of money (me too). I offered to take it over for him and run the thing indefinately with him receiveing the money, but he decided to move and retire. I cannot make someone do something they did not want to. he had apparently told the people advertising that he was shutting the site down, so I could not have taken the people elsewhere and keep them going.
