you need more than 20 worthwhile posts and to have been a member for over 2 weeks to use the referral exchange

not the downline builder...

+ you need to have been a member for over 60 days with over 200 quality posts to use the money exchange

does " not the downline builder" mean that right now I can go and sign up those programs under others ? no time and post limit?

yes you can use the downline builder at anytime.. just make sure you know the rules which are you need to signup using the last valid link (the person above you)
