Dear David,
Thank you for contacting PayPal.
PayPal is constantly working to ensure the integrity of our payment
network by performing frequent examinations of our system. Since we
take protecting our network of customers very seriously, we choose to
err on the side of caution when it comes to applying security measures
-which may result in some accounts in good standing being affected.
In certain cases, some PayPal users will not be able to fund their
payments using one of their funding sources registered to their
account.
If your transaction has been denied, you may still be able to perform
the transaction by using your balance or another funding method.
Please note:
? Confirm that your account does not have a negative balance at
the time of your transaction by reviewing your balance on your 'Account
Overview' page
? Confirm that your card does not need to go through the
Membership Process before it can be used to fund payments. To confirm
this, click the 'Credit Cards' link in your Profile Summary list.
Also note that you may be able to perform this type of transaction at a
later date, when you have established more history with your PayPal
Account. We cannot disclose the specific criteria used to determine how
an account might be affected.
If you have any further questions, please feel free to contact us
again.
Someone please tell me what the ###### is going on. ?

Direct from Paypal's website:
QUOTE
Why is the foreign exchange rate different from what I see in the newspaper?
Foreign exchange rates displayed and used for your International Transaction will differ from the rates that you may see in the newspaper, on the Internet, or on television. Published foreign exchange rates are often the interbank rates, which banks charge each other for transactions valued at $1,000,000.00 or more.

Paypal has been crap ever since eBay took over. I've been waiting, today is 12 business days, to get my account unfrozen, the website tells you it takes 3-5 business days. I email them wanting to know what the hold up is, they said "we'll email you when we're through." Yah no **** ***hole I kinda figured that, but you didn't answer my question, AHHHH!

i will admit i have n otice a few changes since ebay took over that i asm not as happy with in particular its harder to cancel a promembership that keeps getting submitted monthly. The biggist nuisance is that when i go to pay for something and whant to make a direct transfer from my bank then it forces me touse the remainder of my paypal balance even if i konw thwere is a deit card transaction headed in tha that money is set aside for. unfortunatley they do dnot make direct withdrawals from bankaccount to cover the debit card . and trafnsfers from the bank can take from 3 days to a week/

HONESTLY?
FFS, the normal exchange is usually about 60 pence to the Dollar, if they're going to start charging us Brits NINETY pence for a dollar, I'm going to close my account!

Dear David Angus,
We would like to inform you of a currency exchange rate error which occurred recently on the PayPal website. An incorrect set of Pound Sterling exchange rates were posted on the PayPal international currency system on 27 February 2003 between the hours of 9:52 and 14:36 GMT. At 14:36 GMT, the erroneous rates were removed and corrected.
Our records show that during that time, you made a payment which required a currency conversion to or from Pound Sterling. We apologize for the error and wish to notify you of the additional steps we are taking to amend the situation.
If your payment required a conversion from Pound Sterling to another currency, you have overpaid for the conversion. To rectify the error, PayPal will issue a full refund to your PayPal account during the next few days. The refund will be issued in Pound Sterling.
If your payment required a conversion from another currency to Pound Sterling, you received a highly favorable exchange rate for your transaction. You will be glad to know that no corrections or adjustments will be made to your PayPal account.
We regret any inconvenience caused by our error and are working to avoid similar errors in the future. If you have further questions about this issue, you may contact us by sending an e-mail to worldsupport@paypal.com or by calling us at +1 402 935.7733.
Thank you for your patience and understanding
