It's extremely unlikely that you would be able to do this for free.
You would need to buy a script or hire a programmer to write one.
You would have to find a hosting account with all the bells and whistles, which you won't find for free.
And somebody would need to install the script.
There is a lot involved in a project like that that you never even thought of.

I don't think you'll find that scripts for free, as this is a brand new Idea .. and nobody else has ever thought of that game before .. so .. the person, who created this is not going to give that away for free.

as about the clones of these scripts - I don't think you'll get them for free as well .. coz there are no clones at the moment .. and .. nobody will write such a script for you for free

as about the hosting .. I don't think you need something very special for this .. however most of the free hosting places will not be suitable anyway, because you'll have rather high-traffic website + PHP (CGI) and database hosting + you're gona earn money from your site ..
