Site was recently taken over by a new owner by the name of Marlene. I'll PM you her AOL address. On Feb 16 she sent this out:

I have spent the last 2 days going through the membership, email accounts, etc., in preparation for some "really big" promotions I am planning. My dream is to make Coins to Cash and my other site, Money Parlor, real money makers for their members and I have a lot of ideas on how to do that.
First, though, I have some new rules. These will be added to the TOS as soon as I figure out how to do it. I want to make the membership in both programs, "lean and mean." By this I mean, I will be deleting inactive accounts and accounts that have bounced emails.
New Rules:
1. If your email bounces, your out. It is your responsibility to keep your email account clean.
2. I will no longer be able to accept members with a zwallet address. I am also having problems with rediffmail. The zwallet users will have to log into their membership accounts and change their email address from zwallet to some other email provider. If you don't change your email address and my email sent to that address bounces, your account will be deleted and you will lose all your earnings and referrals.
NOTE: The reason for this hard line is I had over 4,850 bounced emails to delete from both programs email accounts. The "bouncing" occurred since I started sending emails and I refuse to spend that much time cleaning out my email accounts.
3. Members will be deleted for inactivity every 2 weeks. You must keep your account active.
4. Members with large downlines will be required to keep their accounts active by clicking on 50% of the paid links sent. This is designed to keep the referral structure fair to all of you. There is no reason someone shouldn't be able to meet a 50% click requirement and this deters the big builders from just building downlines and expect to earn money for doing 0 clicking...
A lot of progrms have experienced webmasters who send out paid
mails to their members, build downlines off their own member base, then do
not participate in clicking. This is unfair and will not be tolerated here.
Maybe you think I am taking a hard line on all of this, but referrals are the life blood of paid-to-read programs and I want my active members to have a chance at referrals. I want to make it clear that I want these programs to be money makers for the membership, afterall that is why we are all here.

I have one change to the rules, that is the 2 week rule. After I sent the email I realized, and a member reminded me, that the program has no vacation function where you can arrange to be gone and not receive emails. So, I am suspending that rule until I get the vacation software installed.
BTW I'm having the same trouble trying to reach Patricia at CashRoad.
