In an email to it's members the webmistress of TLCemail explains that the site is back in business and changes are being made regarding payout which is going to be no minimum until March 1st then only $1.00 minimum after that

Want better news? There is NO MINIMUM PAYOUT until March 1st! Please only make one cash request before March 1st. Afterwards, TLCemail will have a $1.00 minimum payout. :) Please make sure your user info is correctly entered, including your redemption type (paypal or e-gold, check is not an option at this time). Also, we lost some category information due to the hosting switch, so please update that information as well.

The points-to-cash ratio will remain 10000 points = $1.00 until March 1st. We will be converting all points to cash on March 1st. There are two redemption buttons for no minimum payout. If you wish to use your points for ads before March 1st, be sure to click on the redemption button that does not convert points to cash!

We will be making some changes slowly over the next two weeks, please bear with us as we make progress. We may not have received your redemption request if you made one in the last few weeks. We are in the process of replying to those requests we do have. Please resend your redemption requests!

ROFLMAO! Why is it so funny!!!!

I spent $1 of my TLC earnings for a non paid ad to all ( for Golden Tools ) a few months back

DARN Crystal Ball doesn't work I should have kept my $1

Oh well I'd better go redeem my few pennies

AND we're considering a monthly payment option - no minimum! That is, if we can work out the details without increasing our work burden too much.
