Yes but be careful, many places requier that your site's in english so do check that one out before joining and adding anything to your site!
I think I saw a place a while ago which was for sites in different languages, I'll check it out and get back to you!

I'm not sure about pay per click but nowadays such program is hard to find and if any, they will judge your traffic quality if it's bad they drop you from the program.
I don't know if this can help but you can find a lot of products for you to promote from cj.com, no pay per click available though.
