I understand that the $7000 payout is for advertising through Earnings2all.com, but are the downline earnings a part of that total? If not, what is the minimum payout requestable for downline earnings, and how are they requested?

If you have referrals, you should have downline earnings. If you don't have referrals, you will not have any downline earnings. The referrals are your downline.

The downline earnings are automatically added to your final account balance... nothing to request.

It will accumulate according to percentage that set by that particular website !
