You can withdraw money to bank accounts in Signapore. PayPal accepts Visa, MasterCard, Discover, and American Express. So if your Malaysian credit card has a Visa logo or some of the others you will be able to use it.
I've had so many problems getting my account verified, I've almost given up after 8 months. Their support team hasn't offered and help whatsoever.
Assuming you can get verified, I don't see any problem with withdawing to a Singapore account.
