I think you are probably talking about the "looking for a downline" section in the referral exchange area of the forum - the requirements for posting there are 200 posts and being a member of GPF for 2 months.

To clarify, you can post in the DL builder however the program must not be listed already otherwise you waste time.

If your looking for a downline or upline to post an offer then you must be a member of the forum for 60 days and have 200 valid posts (valid means, nothing rubbish, just don't post boo, hi, na-na, congrats all over, etc)

If you are looking to advertise your site, then the advertising folder would be appropriate
