Just came upon this PTR programs which says they [ay 5 cents per paid link and get 5 to 50 cents per referrals, etc with NO MINIMUM PAYOUT? It sounds way too good to be true, just wondering for any advice you can give. I still signup, can't see the harm. ;p

hmm.. it doesn't look good..
but I've check the site and it does look good .. the advertising area also promising.. they put a good price, but I don't know much about the calculation, whether they could aford the payment or not..

1000 1 cent clicks (one banner) - $6.00

That's a loss of more than $4 (if you factor in the referral payments). Don't waste your time on scam sites. If you increase their membership it attracts advertisers to their site and away from the honest paying PTR sites. That's how you hurt the PTR industry.

I would say it is a SCAM. Well automatic payment in 45-60 days? And what if 60 days have passed and you don?t get your money? Well that is what will happen, I?m pretty sure.
