Hi,
I?m just curious based on which circumstances search friendly countries were distinguished ?
I guess that search engines sites accept traffic from countries with certain law regulations. I?ve noticed that the list of search friendly countries includes all old EU members.(without Luxemburg ???). My country is a new EU member. Our system of laws is currently changing in order to fulfill EU requirements. I?d like to know what the rules should be implemented to become a search friendly country.

It has nothing to do with laws. Its all about GNP (Gross national product) per capital:

If i remember right, the picture is a presentation from 1998 (pretty old).
Just to clarify, if you look the green countryes and compare them to search engine FAQ:
