This is nothing but a pure gifting club of an illegal means. You pay money and refer people who will pay money. There is absolutely no product which is what makes it absolutely illegal.
Some will get paid as in any gifting type rogram. People will lose when the program gets busted. That is why this kind of operation is highly illegal.
