An eye for an eye means to seek revenge for something in the same way as you were wronged. It comes from the Bible, and while it seems fair it's rarely the best option

S/he only has eyes for me means you've found a very special person who doesn't even notice other men or women.

"goo goo eyed" is the way a teenager looks at the person they like.

glassy eyes happens when you are tired and can happen when you smoke something illegal (illegal in the US).

my "fishy eyed" look is the look with one eyebrow raised and a slight glare. like you know something is wrong with the situation
