On Yahoo you are being ranked based on how many websites are linking to you, depending on the relevancy to the keyword and category and on meta tags. Search engines like Yahoo use complicated formulas to determine this process so I'm sure there are other smaller principles that will affect your rank.
On Alexa, on the other hand, websites are being ranked based on unique traffic. The more unique weekly traffic the lower the rank, obviously.

How are Alexa's traffic rankings determined?
Traffic and Site Stats
As of May 15, 2002 Alexa has started using a new method for determining a site's traffic ranking.
Alexa's traffic rankings are based on the usage patterns of Alexa Toolbar users over a rolling 3 month period. A site's ranking is based on a combined measure of reach and pageviews. Reach is determined by the number of unique Alexa users who visit a site on a given day. Pageviews are the total number of Alexa user URL requests for a site. However, multiple requests for the same URL on the same day by the same user are counted as a single pageview. The site with the highest combination of users and pageviews is ranked #1.
Alexa's traffic rankings are for top level domains only (e.g. domain.com). We do not provide seperate rankings for subpages within a domain (e.g. www.domain.com/subpage.html) or subdomains (e.g. subdomain.domain.com) unless we are able to automatically identify them as personal home pages, like those hosted on Geocities and Tripod. If a site is identified as a personal home page, its traffic ranking will have an asterisk (*) next to it: Personal Page Avg. Traffic Rank: 3,456*. Personal pages are ranked on the same scale as a regular domain, so a personal page ranked 3,456* is the 3,456th most popular page among Alexa users.
How can I see the history of a site's traffic ranking?
Traffic and Site Stats
To view historical traffic graphs, go to the overview page for a site and click on the Trends link located in the left sidebar. You can view the past 3, 6, or 12 months of traffic rankings by clicking the links above the graph (6 months is the default). Traffic graphs are only available for sites ranked higher than 200,000.

unique alexa visitors and the number of page views they look at.
with over 10 million visitors it should be pretty easy to have an alexa user.
they are with all of the major search engines.
here is more info from alexa:
Finding Patterns in Data
The Alexa service is derived from the data we collect. We use a number of techniques to find information about web sites to create our Site Data and Related Links features.
Site Stats
As an Alexa user navigates to a web site or web page, the Alexa service retrieves data about the page the user is requesting. We gather information from a number of sources, then organize it to be presented by the Alexa Service, helping the user to be better informed about the site he/she is viewing.
The service lists who registered the domain name and when they registered it, giving our users an idea of who is behind the site they are viewing. By analyzing the data we receive from our updated snapshots of the Web, we can tell our users how their traffic ranks in comparison to other web sites and how many other sites link to that site. We can also derive a popularity rating from our user base and share that rating with our community of users.
Our goal for the "Site Stats" feature of Alexa is to help our users navigate the Web more efficiently by giving them all the information they need to make informed decisions about the sites they visit.
Related Links
Whenever an Alexa user visits a web page, the Alexa service retrieves information from the Alexa servers to suggest other pages that might be of interest to the user. To find Related Links, we use several techniques, including:
The usage paths of the collective Alexa community- this is the most important source of our information, since these paths show us which web sites our users believe are important and interesting.
Clustering - the hundreds of millions of links on the Web can be used to find clusters of sites that are similar and relevant to one another. We mine this data by using custom databases to find and identify these clusters.
Users' suggestions - we consider our users' suggestions to augment our Related Links recommendations.
The Alexa Toolbar
The Alexa toolbar is a program written by Alexa Internet that users install into the browser. Every time the user changes pages, the Alexa client program communicates with Alexa servers to retrieve information which is displayed in the toolbar.
FAQ
Q: How large is the crawl index?
A: Very, very large. The crawl index is over 12 Terabytes in size, spanning over 2 billion documents. This is Google sized, and approximately 4 times larger than Altavista's published size.
Q: How often is the crawl updated?
A: The web-wide crawl takes approximately 2 months to complete. News sites and other sites of interest may be re-crawled several times per day. Special collections may be created on request and updated as often as needed.

Yahoo now uses Goolgle for rankings, and so, link popularity is one of the most important features for getting good rankings.
I recently posted here with a Web Ring idea (group of people exchanging links between them for better yahoo rankings) but i got no response (dont understand why).
Anyhow, if you want to link me, visit the site in my signature and PM me.Next Monday my site will have a new section, so, wait for then to think about the link exchange.

Although they say that's the way they rank websites that isn't entirely true...
If a website haven't seen the sight of even one Alexa toolbar user it will still get ranked depending on its traffic -it doesn't take 3 months to get your first ranking but only a matter of week or 2.
