in a email to it's member's the webmaster told the members that the member's must request payment before the ten dollars or lose their earnings above ten dollars...

Because with most of the members earnings being frozen in my PayPal account I can't afford for people to wait til they have $100 in the their account before cashing out.

What about people who cannot make 80c in personal click-thrus by the time their balance reaches $10?

Well, you only need 80 cents total, not per cashout and we send lots of emails, so I doubt the problem would arise. And they have until they reach $15 (InboxMint) or $10 (FCE) to reach the personal clicks min.
But if it did, if the person was clicking a good majority of the emails then they'd be paid.
If the person was only clicking once every week or so, then they would lose money above their $15.
