aol will cooperate with you if you're persistent. it's an ongoing process. if only one person submits a spam complaint (valid or not), you'll be immediately blacklisted. however, they will work with you on getting off the blacklist. it usually takes us about a week of communicating back and forth to resolve the issue. it's ongoing. we have to contact them at least once every two months or so.
as for hotmail/msn, etc. ... it's a hopeless case. i've done alot of research and you can read about it here if you like:

buy your own domain name+ hosting which include email addresses.
You can send and receive how many emails you want.

The problem is not about email send,I know that I can send millions of emails every day if want.
The problem is that some big email services(such hotmail, aol, yahoo and many more) are using a new software to prevent spam...
the system is not very good,so,the software read the email and delete some messages that seems suspicius,it's no problem if there is a legal message or not.
When a message seems not legal, then return to the sender...and the mail box flood of inutil mails...

I have a friend that runs a business not even ptr ect and aol was bouncing her e-mails despite request to change it even from her clients so they had to choose other e-mails. They did some research and said it had something to do with the technology that aol is using. So besides asking members to use other e-mails what can you do?

Agreed. Their spam blocking software isnt very good. Go for a domain + mailbox. It is just a $10 expense.
