90% of those accounts had 0 earnings. They just signed up, and probably never received a mail because their box is always full.
I don't know why people do this, but they do, and it's gotten totally out of hand.

I don't want to charge more than 1cent because i realize some of you may not be at fault, but it could be the fault of a down isp, or any other number of reasons. Although 99% are simply because of full mailboxes.
