I own an affilliate program and pay my affiliates by paypal.
I want to pay them per check too, but I live in Austria and it is not a common payment method here.
So I need an US company who creates and sends out checks.
Do you know such a company?

there are plenty that will send out money orders. Try http://www.payingfast.com or http://www.moneygram.com or just go to http://www.google.com and type in money order.

I haven't seen any that sends out checks except for money orders.

I recall hearing something about Citibank and checks for people outside the US.

Unfortunately, I cannot recall if they wrote them, or if they cashed them.

Try some banks in the US including Citibank, one of them might offer something that will help you out if you are willing to open an account with them.

Realize though, that even for a US resident going to their own bank to get a certified check will cost $5 usually, that is why the fees for checks in PTRs (and lack of use of them in most cases)

Also, don't discount money orders. I find at least over here that even an international money order is less expensive than a certified check, and as far as banks go, they will happily take them, as they have cash backing them.
