Nice site - looks good but whilst it might not be a scam it is a company making offerings that it won't be able to meet at the moment. Like the idea of the chatroom.

The former PrizeWindow owns Catpile. Their "projected"
pay of 65 cents means they are paying 40%. Problem is,
they plan to release when they get 250,000 members. In
comparison, Bluetree is only up to 90,000 members. I
thought it looks decent enough, so I gave them my
time. No personal info to fill out yet, just name and
email.

They plan to launch when they reach 250,000 members, ha ha, they'll
be launching sometime in about ten years, maybe.

Most of the Paid programs that have been around for about a year now
don't even have 50,000 members. 250,000 is a dream.

They promise way too much. We have seen the giants go down that couldn't even keep up paying less than half what CatPile is offering. Personally, I think their name says it all, cat pile. I think of my cat's litter box every time I say it.

I looked at the whois, and no such place exists. Also,
they use searchtraffic URLs to make money on some clicks (see right
of homepage). Thing is, database is up, site is beautiful, and they
have all kinds of logos and what would be great pay rates. i don't
want to believe it's a scam, but Im afraid it might be. Why would
they put in a fake whois?
