It means the webby has randomly decided to pay you out

Based on whatever you have listed as your payout option, s/he will process a payment for whatever is in your account (usually, but I'm not familiar with Backdraft)

Well check your Paypal account to see if what the WM says is true

If so, your money has indeed been "cashed out" and is ready to be used. You can withdraw it using Paypal's options.
