I'm a Korean. So, I'm not good at using English.
I joined Popupsponsor.com long ago,
but I couldn't log in.
When I log in, following sentence always appear:
Your account has not been approved.
I did not receive any confirmation email.
So I sent an email to Popupsponsor.com.
I received Reply email.
it is like this...
Hello,
Thank you for your interest in Popupsponsor. Unfortunately, your site was not approved. We currently do not accept sites from South Korea. If you have any questions in regards to this matter, please contact me.

I am always skeptical about these companies. But your situation does not suggest Popupsponsor.com is a scam.
Many banner, popup, popunder ad companies do not accept non-English site. The reason is that their advertiser (or most advertiser) would like to target at English reading audience.
The most likely reasno why there is "KR-Korea(south)" in Popupsponsor's "Join" form is that they just copy the form from somewhere else and don't bother to alter it.
Try to send them another email, using a different email address, and say that you live in Korea but got an English site targeting at English speaking audience and ask them whether they would accept these kind of sites. If they reply yes. Just translate your site into English using something like bable fish translator and join them using the English site. Finally post your code everywhere in your site including the non-english part.

I also has a website and looking for some pay per impression programs but all of them requires you to have a domain name like
www.???.com, no free sites allowed. I think that's why popupsponser rejected you. Try
www.clickxchange.com, it has all sorts of advertising programs, pay per click, pay per impression, etc. But it has a lousy search engine, you have to find them manually.

You are smart, I miss that point. cashinfo's site make use of url redirection service. Try to buy a domain name. You can get one at less than $9/year.

Yes it is good to buy a domain name and sign up as many pay per impressions programs as you can but there is a danger here, wat if nobody goes to your site? You are paying every year but no income.
I have set up a website here
http://galileo.spaceports.com/~boriswkw/ but no visitors, tried submitting to the seach engines but seem my site not listed yet. Any suggestions?
If you don't want to risk your money I would suggest, go for
www.clickxchange.com. it has all the diff pay per... type of advertising method and best of all it doesn't require you to have a domain.

What is the central theme of your site? What audience are you targetting? Without able to answer these question, you will not be able to get some recurrent visitors.
It looks like that your site is something like "My favourite software". Nobody nowadays will be interested in it.
Even if your site is listed in search engine, the ranking will definitely be low as it is not listed in any major directory.
You need a more unique theme for your site, such as "download accelerator". Then you can target the keywords like "ftp, download, accelerator" etc.....
